At the end of your current contract/enlistment.

Why do you want to go blue to green? The only reason I can find for doing this would be if you're an E-5 or above and are looking to be a CWO in the army. Contact an army recruiter about the blue to green program. I'm not sure when it can be submitted I'm pretty sure you have to fulfill your contract with the Navy, but I do know of people putting packages together for army CWO while USN enlisted.

ADD: Blue-to-green is not shut down. At the most recent TAP class there was a group of soldiers speaking on it and it's benefits. But what the other person said is right, the army is cutting way more jobs than the navy. In fact, it is cutting the most of any branch 80k-100k those are some scary numbers if you ask me

The Army is cutting back more than the Navy right now. Crossing over may not be doable.

Right now? You can't.

Last I heard, Blue-to-Green was shut down. And with the USA looking to ditch 80K people, they sure aren't looking to get new people that they have to retrain to Army standards anyway.

You would have better odds at finishing your commitment to the Navy and trying to go into the National Guard.

You can't just "change" branches like it's a PCS or something. You have to wait until your enlistment in one branch is up then enlist in the other branch.
