It depends.
Officers usually keep their rank, but I'm sure there are exceptions.
Sometimes enlisted get to keep their rank, but sometimes get bumped down a paygrade. It doesn't even have to be when completely changing services either. I know a guy that was one of the few to get to move from the AF Reserves to AD and he lost a stripe in the transition.

Switching from one service to another is almost unheard of today
No branch is accepting OSVETS (other service veterans) at this time,

the chances of being allowed to do so is already close to zero. no one really takes prior service unless certain conditions are met
the Marines WILL drop you down to E2 regardless of your current paygrade and you WILL do all 13 weeks of boot camp.
everyone else you can expect to lose at least one paygrade, and may or may not have to do their version of Initial entry training or a similar refresher course
you can also assume that no retraining into a different job will happen either. at one point the Army would take anyone who qualified for 18X but that may not be the case any longer.

Sometimes you lose, sometimes you don't lose a stripe. The military does not like to lose the training $$$ they invested into you.

Each military service is different and so yes they would expect you to go through basic and complete that in their own respective service. As for rank in most cases it would not carry over or only carry over partially and you being awarded E-2 maybe at the end of basic instead of having to wait the minimum time to automatically be promoted to that rank .

You can not switch branches. You have to complete your enlistment, get discharged then enlist in the other branch. As for your rank, It depends on the job you go into and what is open. You could keep your old rank or step down 1.
You do not have to go to Boot Camp. UNLESS you are going into the Marines.

Interesting question, honestly I have no idea, I would doubt they would make you go through boot camp again, I bet there is something about this written in the handbook
doing a quick google search several sources say that you do keep your rank, thus an O3 in the Navy would be an O3 in the Army and so on, one source mentioned being bumped a rank due to inactivity for an extended period, take what you may from that :P
