Can army command keep you locked in your unit?

my husband filed a 4187 in February of 2011, to try and pcs anywhere. We tried to get closer to home, fort hood, ft carson ft. bliss. and asked our OCONus be hawaii; but we are still in lock down. as of October 2010. Since Feb. 2011 we have filed 6, 4187 documents and not one has gotten past HRC.

This past May, my husband attempted to get on a voluntary deployment list and was told he was not allowed.

He has busted his butt to get ranked up, 're-enlisted before coming home from iraq' ' does course work to get points' we helped build houses, we go to social events. Not get drunk parties but frg meeting. im just saying we put ourselves out there. We even had to pick up our sgt from the police station 2 towns over after he spent the night locked up for drinking and driving HE HAS NOT EVEN GOTTEN DEMOTED For that!

We are doing everything except giving head to these so called leadership.
I just feel like they are keeping us stuck in a position we don't want to be in.
We totally understand that you dont always get what you want from the army. But an honest answer would be nice.
It would be very pathetic to find out that, they werent lying when they said they lost the paperwork 6 time. Someone isn't qualified for to be a paper-pusher.
All im getting at is, that... I have read many articles about similar event. That the command likes its guys and keeps it the way it is. 5 or 8 years. We dont want to be stuck as E4's for the next 5 years, escpecially when we work harder than that.
There are 4 E5's right now that keep pawning off jobs to my husband because they are so lazy to do it themselves. He does it because it is too easy.
I told my husband to take a log and write down the activities and have the others sign off on it so he can gain evidence.
I feel like the command is taking advantage of us. Mostly because, our ASK says we are on lock down but, today. almost all of our aquantances have left to different duty stations, conus and oconus all never have changed their MOS.

Can someone explain to me what is going on. And if we need to improve somewhere. Any advice is helpful. We just want a change after already 4 years/ 1 of 4 in iraq.

Listen, a 4187 is not worth much if anything at all. Depending how long your husband has been on station would his branch even consider a PCS. Also, is your husband in a Unit of Action. If so you are locked in for 3 year increments. His best bet would be to call his Branch Manager and ask him/her how he can get the lock down lifted and what assignments are available. Usually BDE S1 has the ability to lift it. So, you don't want to piss everybody off trying to get something, that you guys want. Have him bring it up the COC tactfully. I'm sure he has some knowledgeable NCOs that can help him in this process. Also, the grass is not always greener on the other side. It could always be worse. Maybe a deployment every other year instead 1/4. Good Luck.

His CoC can keep him as long as they want. Nothing he can do about it. They own him until his contract is up. I'm sorry that it sounds like he has some pretty bad NCOs, but the fact of the matter is that until he gets his CoC to okay it, or his contract is up, they can keep him wherever they please.
