When it is newsworthy as well as being sufficiently important to defer or interupt any other news stories currently also being reported. A really important news story like the events of 9/11 could continue to be a series of breaking news stories for 24 hoiurs or more. But most breaking news ceases to be breaking news within about 5 or 10 minutes and should not thereafter be descroibed as "breaking news".

As soon as CNN anounces that Obama was killed and eaten by a Hilary supporter at a local Bar-B-Q , it all depends on how gross the newstory is.
