Hello. My husband is getting orders to Hohenfels, Germany. We have been married 3 years and have a 7 month old daughter. I was wondering if we needed command sponsorship to fly with him to Germany? If we do need this how and when can we get it, can we get it BEFORE his orders are in his hands?
My daughter and I already have passports.

Since you've been his dependents this whole time there should be no reason why you're not already on his orders. If he gets them and they say no dependent travel authorized he needs to go to LEVY and ask why and have them amended.
To answer the question of if you need the command sponsorship before going. Yes, you do, without it the Military will not pay for your tickets or for your HHG's to be shipped. Again there should be no reason why you shouldn't be on his orders from the get go. If you have your passports already you're already ahead of the game because that was our biggest hold up when we went to Mannheim.
ETA: You will need to do an EFMP screening and I would suggest doing it ASAP because depending on where you are they can take forever to get it entered and approved. Has he gotten his actual orders yet? Do they say with dependents? If so they you're pretty much set and all you need is to get your tickets and do the rest of the normal PCS crap.

In order to be eligible for housing, allowed on base, etc... you need to have command sponsorship. You must both go through an EFMP screening (medical and dental) to show that you do not have any problem that cannot be handled by the facilities on base. You then get a Government No Fee Passport issued to you, flight arrangements made and HHG packed up to be shipped there along with a POV. The military will not pay for your tickets until you have the sponsorship. This process can take up to 6 months to go through or it might go through within a month. He might have to go without you at first and then have the orders amended once the sponsorship is granted.

Oh man, Hohenfels. I feel sorry for you.
Everything your husband and you need will be spelled out in the orders. No reason to worry about stuff until he gets his orders.

you cannot begin the overseas screening until he has hard copy orders. YOU will not be granted CS until you have passed the screening.
I got everything done for myself in less than 30 days. that is NOT typical. it usually takes longer.

isn't command sponcorship for korea one year tours and kuwiat and somalia one year tours if the person has enough rank to bring his family along??? They will transport you with your husband.
