Think about that question. Can you enlist (IE: no experience in the fleet) to become the sailor responsible for teaching civilians how to serve in the fleet?
A sailor needs to be at LEAST E5, more usually E6, to even be considered to be an RDC. Then you apply and go before a board. Only the best of the best become RDCs.

no. you must be on your second term if enlistment minimum and be at least an E5( and most are E6s)
they do not want anyone training new Recruits who isn't anything but a top Notch Squared away Sailor first.
