The Navy has research and development centers and specialized training schools , many areas inland have river access or as in Great Lakes can handle ocean going vessels. I rode a Fast Frigate up the Hudson to New York in 1978 . All major rivers spill to the sea. Their are shipyards and repair facilities all over the Great Lakes , Ohio river , Mississippi river , etc. Most of the greatest U.S. naval battles were fought on the Great Lakes during the revolution. Check your history books.

Millington, TN is Navy Recruiting's central command.
Fort Worth, TX is a Navy aviation station.
Great Lakes, IL is Navy boot camp.
I answered three for you, I'm sure you can manage to find the rest.

Not everything with the Navy consists of ships on water.
There is a base in VA at the edge of NC that has nothing but giant satellites and a few security schools in the middle of bumfuvk country. They track everything from drug runners to things they will not tell us about here with their giant satellites.
