The F-14 was sold to Iran before the Revolution in 1979, when Iran was still under the rule of the Shah, and thus had a very, very pro-American government and was a very strong American ally.
Pakistan has historically been the chief American client in Southern Asia, due to India's close ties with the Soviet Union - Nixon heavily supported Pakistan in the 1971 India-Pakistan War, for instance. The F-16 was sold to Pakistan during the Soviet occupation of Afghanistan, so there were multiple reasons for the Pakistanis to have the F-16 at that time.
So, the United States sold these advanced weapons systems to countries that were American allies at the time of the sale (and Pakistan remains a Major Non-NATO Ally).

We sell hardware to foreign countries because they are our allies and it is profitable. The United States didnt just give Iran some Tomcats. We had good foreign relations with Iran in the 70s with the Shah before he was ousted. Their was a flight demo in which the Shah was present their was two aircraft flying a F-14 Tomcat and F-15 Eagle the Shah was more impressed with the Tomcat and later they began procurement. If you notice some hardware is banned for foreign export sales.

They are dumbed down versions though. They don't include the same
instrumentation and radar or firing capabilities as the US versions have. Lots of stuff in the US versions remain top secret. Only very trusted allies such as the UK, Australia and Canada can get the same US versions as the US uses.

We RARELY ever give anything away. Oter countries get U.S. military equipment through the Foreign MiIitary Sales Program. We NEVER sell our newest and greatest systems. The newest systems usually displace the older system in the Guard and Reserves. It's usually these even older systems that get sold. Even older systems are managed by another office that "lends" them out for display pieces (cannons and old tanks) in front of NG units and armories also for flag pole displays in towns.
