When getting a CAC card are we suppose to wear our uniforms even though we're not on duty? Some civilian woman recommended that I should. I told her I'm not on duty.
I'm in the army national guard and my squad leader told me to get a new card at an air force base.

Well you can look at it this way, you are a military member 24/7. And you are conducting "official business", even if your not getting paid drill time for it. Some bases i have been to, they did not care, other bases had a policy that all official business is to be conducted in uniform. Which use to suck, because there were times that I just wanted to pop into the personnel office to update something, or get a copy of something, but I had to shave, and throw on a uniform to do it.
So, it very well might be a base policy, and she really don't care if your in uniform in the picture itself. She just might be trying to save you some grief when the NCOIC of the office tells you to beat it, and come back in uniform.

You don't need to wear your uniform. Your facial hair/haircut needs to be within regulations though.
